Technically, it is possible to adjust the Salesforce plugin settings in Outreach to allow for incomplete tasks to sync. To do so, you would remove the Completed is True condition, as shown below. That said, we don't recommend this action. This is due to Salesforce plugin being unable to communicate state changes from Outreach to Salesforce on tasks. Thus, if you sync incomplete tasks to Salesforce, when they are completed in Outreach, a duplicate task will be created and synced to Salesforce.
