No. Once created, all users exist within your Outreach instance forever. Users cannot be deleted, as doing so would not only delete all of their historical activity, it would also affect any records they owned or content they created. If a user no longer needs their seat, any Admin user can lock that user to make their license available for another employee.
There is no charge associated with locked users, and no limit on the number of users, locked or unlocked, that can exist within a single Outreach instance. If you are concerned about a locked user accidentally being assigned record ownership or being included in your reporting, you can change that user's name to something like "INVALID INVALID" to indicate that this seat is not to be included in reporting or assigned ownership of any records.
