Answer
While we can't merge two records directly in Outreach, Outreach will merge any two records merged in the CRM. This requires the Plugin to be connected to the CRM. Also, the Merge and Delete feature enabled. If the instance is not connected and Syncing to a CRM, you will have to delete one of the records manually.
