The prospect will simply remain in that step until they are manually moved, or the task is skipped. There is no automation to automatically move the prospect to the next step if there is any missing contact info. This gives the user/owner a chance to update the record if there is any missing contact information. If the contact information cannot be provided, the user can simply move to the next step, or skip that task.
