I am an admin, but I cannot see the Settings Tab for a Success Plan.

Success Plans do not take into account Admin or Default licenses for access.
If you need to change the ownership of a Success Plan that is not under your ownership, you can do so by setting the ownership of the associated Opportunity to either yourself as the Admin or to the user to whom you want to transfer the ownership.
After changing the owner of the opportunity to yourself, wait for 5-10 minutes and then refresh your Outreach tab/window. You should then see the 'Settings' option appear under the plan. You can use the 'Settings' option to change the ownership of the plan to yourself or to another user as needed. Once you are done, you can change the owner of the Opportunity back to its original owner or to another user if necessary.
