Answer
When viewing records in Outreach and there is a date and timestamp anywhere, the time being shown is going to be the local time of the user viewing it.
Example: If you are located in US EST and you see a timestamp that shows 10am for when an activity occurred, a user in US PST will see 7am instead for that same activity.
