Objective
Learn which information and supporting documents you need to register Finnish mobile and local phone numbers, and how to submit them.
Finland's Transport and Communications Agency (Traficom) requires phone number providers, including our voice provider Twilio, to identify who owns each number.
Starting November 10, 2026, every Finnish mobile and local phone number in your account needs an approved set of regulatory documentation assigned to it. Finnish phone numbers without an approved documentation bundle are at risk of having their traffic blocked and could be removed without notice.
Under Outreach's terms of service, regulatory compliance for the use of phone numbers is the responsibility of the account holder.

Before You Begin
Gather the following before you start:
- Which Finnish number types you have: Mobile, Local, or both. Each type needs its own documentation bundle, so you may need up to two.
- The documentation type you're registering under for each: Business or Individual
- The information and supporting documents listed in the tables below
- A Finnish address that matches the area code or locality of your number. PO Boxes aren't accepted for Local Business proof of address.
Note: You don't need to purchase a new number. Submitting a documentation bundle only registers the correct documentation type. Submit as early as possible so there is time for review.
