Symptom
A user attempts to sign into Outreach utilizing Okta SSO, but receive a Okta error: "User is not assigned to this application"
Applies To
A user attempting to sign in via Okta SSO into Outreach
Resolution
Once your Okta is configured, you must assign user and groups to the application that was created. If they are not assigned to the application, they will receive this error. 
Cause
A user that is not assigned to the Outreach application (SSO) in Okta will not be able to sign in. Please note this is the custom application that is created as noted here, and not related to the Outreach cataloged SCIM application.
