Yes, prospects can still be added to a sequence as long as the sequence does not contain a step that is configured as the communication type they are opted out of.
For example: If a prospect is opted out of only emails, they can still be added to a Call Only sequence. However, they cannot be added to a sequence that contains an Automatic email or Manual email step in it, even if there are Call steps in that same sequence.
