No, unfortunately, you can only search by the name of the smart view when clicking on a smart view dropdown. You cannot search by the owner of the smart view.
When you first click on the smart view dropdown, you can search for all of your smart views. Once you click on Colleague Views at the bottom of the smart view dropdown, you can then search other user's smart views (if permitted).
