This message generally appears when the rate limit is met on the provider side:

Please check with your IT team and see if there is a 3rd party integration that is making excessive API calls to the impacted mailbox. If that is the case, it's a good possibility that the 3rd party integration is causing the excessive API calls to the mailbox for "Provider rate limit exceeded" message.
Sending and receiving emails directly outside of Outreach, either from Gmail or Outlook application should be working as intended. However, when sending emails using Outreach, Outreach platform is making API calls to your mailbox provider.
