Please note that the 'Play button' - Listen to Recording - will be showing under the Details Column only.
If your current Calls page layout is not showing it then you could either click on the '3 dots' next to a call or you can edit the current layout and add the 'Details' column.
Additional Information
Note that you may need to reach out to your Outreach Admins if your governance profile doesn't allow you to listen to the recordings.
