Answer
Outreach processes deduplication by the Outreach ID. The Outreach ID can be found in a record export from the system or by the ID number in the URL when viewing that record.
It is possible to have Prospects, Accounts, Opportunities, and Users with the same name, but the system will use the Outreach ID for deduping those records.
Prospect records can also be deduped by their email address, but Accounts and Opportunities are deduped by only their Outreach ID.
