When trying to send a scheduled email with Outreach, a global throttle limit error is shown with an updated scheduled time.

Emails that are not sent due to the global throttle limit error will be sent at the updated scheduled time.
The global throttle limit exists in order to prevent bottlenecks that would cause significant delays. The limit exists due to issues where mailings on high-volume days (like Monday mornings) would cause a massive bottleneck in emails sent globally across organizations. This throttle is in place to ensure that mailings no longer hit that bottleneck.
